Procurement Practices

The Division supervises New York's national guard and naval militia, and administers the federal disaster assistance program in New York. We examined the Division's procurement practices. We found that the Division was making adequate use of competitive bidding practices to ensure that goods and services were obtained at the lowest available price. However, we also identified opportunities for improvement in the Division's procurement practices. For example, procedures could be improved to provide better assurance that the goods and services paid for were actually received. We also identified telephone costs totaling about $157,000 annually that should have been reimbursed by the federal government. 94-S-78
