Office of Real Property Services
The Office relies on computer systems in providing services relating to the assessment of real property taxes. We examined the controls over these computer systems and found that improvements were needed. For example, neither on-line access to computer files nor physical access to computer hardware was adequately restricted to authorized users only. In addition, changes in computer programs were not adequately controlled and tested. We also noted that, in the absence of procedures for designing and developing computer systems, a new system developed by the Office was delayed for two years and contained several errors. We made recommendations aimed at strengthening the Office's controls over its computer systems.
