Emergency Assistance to Families Program
Under this program, the Department provides financial assistance to needy families in emergency situations. During the two years ended March 31, 1994, the Department provided $255 million in such assistance. We examined the procedures used by the Department to ensure that this assistance is provided to eligible families only. We found that, while procedures have been developed for verifying family eligibility, these procedures often are not followed. We also identified weaknesses in Department controls over same-day emergency payments and weaknesses in procedures for recovering overpayments of emergency assistance. We made several recommendations for improving the controls over emergency assistance payments.
