Capital Program at Stewart Airport
Since 1983, the Department has owned Stewart Airport, a former Air Force base in the Newburgh area. We examined the Department's oversight of capital projects at the Airport and found that improvements were needed. For example, contractors for capital projects were not always selected through an open competitive process and the progress of ongoing projects was not adequately monitored. We identified a facility that cost $2.8 million to construct, but was not used: because of long delays in completing the project, the intended tenant decided not to use the completed facility. We also identified a project that was abandoned in the design phase, after $469,000 had been spent. We made several recommendations intended to strengthen the Department's oversight of capital projects at Stewart Airport.
