Use of Civilian Staff
Administrative and support duties at the Division are performed by both police officers and civilians. The civilians are generally paid lower salaries and require less costly training. The Division identified 61 administrative and support positions filled by police officers that could be filled instead by lower paid civilians. At the time of our audit, the Division was in the process of hiring civilians to fill 40 of these 61 positions, freeing the officers for other duties. However, the Division had no plans to civilianize the remaining 21 positions until funds were made available for that purpose. We believe additional funding received in the 1994-95 fiscal year could have been used to hire the additional 21 civilians, but Division officials believe this funding had to be used to hire additional police officers.
