The contractor operated two methadone maintenance clinics and a drug-free program in Manhattan. We determined that a refund of $12,320 was due the State from the $2,351,460 paid to the contractor, because some costs claimed by the contractor were not documented and program revenue was not offset against program expenses as required by the contract. We also identified $87,987 in revenue from prior contract periods that had not been offset against prior contract expenses. We recommended that this revenue be offset against the expenses of future contracts.
