During the 1990-91 and 1991-92 academic years, the College certified $7.4 million in TAP and STAP (supplemental tuition assistance program) awards. We disallowed all $5,072,348 in TAP awards that were paid on behalf of students attending the College's off-campus sites, because the program at these sites had not been approved by the State Education Department. 93-T-7
