Procurement Flexibility

In 1985, in an effort to reduce the amount of time needed for SUNY campuses to make purchases, the State Legislature exempted SUNY from some of the purchasing regulations that apply to State agencies. We examined the purchases made by selected campuses in order to determine whether this decreased oversight led to reductions in purchasing time. We found that the purchasing time was in fact reduced, from an average of 43 days per purchase to an average of 25 days per purchase. Moreover, the campuses generally sought competitive proposals from vendors, as required by SUNY purchasing guidelines. 93-S-73
