Implementation of a Comprehensive Bridge Management System
New York State contains more than 17,000 publicly- owned highway bridges and almost 7,000 publicly-owned railroad bridges. The Department is required by law to develop a comprehensive program for managing and inspecting these bridges. We examined the actions taken by the Department to develop such a program and found that they were consistent with legal requirements. Department officials told us their development of this program had been constrained to some extent by funding limitations, but estimated that the major components of the program should be fully implemented by 1999. We noted that the Department was not given explicit authority to address some of the concerns expressed by the Legislature when it enacted the law requiring the bridge management and inspection program. We recommended that a task force be created to determine how these concerns could best be addressed. We also noted that the program would be improved if certain additional actions were taken by the Department.
