New York City Transit: Inventory Controls (92-S-83)

New York City Transit maintains inventory consisting of about 65,000 different items ranging from nuts and bolts to tracks and motors. We examined the procedures used to control these items and found that improvements were needed. For example, because custodial and recordkeeping duties were not adequately separated at New York City Transit's 76 storage facilities, items could be stolen and the records adjusted to conceal the theft. In fact, we determined that some items could not be accounted for and adjustments to the inventory records were not adequately controlled. We made several recommendations for strengthening New York City Transit's inventory controls.
