Purpose

To determine the extent of implementation of the three recommendations included in our initial audit report, Selected Aspects of the Migrant Education Program (2014-S-48).

Background

Our initial audit report, which was issued on May 15, 2015, determined that: the Migrant Education Program (Program) did not meet certain Program outcomes and overarching Program goals; the Department did not complete federally required documents in a timely manner; and a significant portion of the Migrant Education Tutorial Services (METS) faced challenges obtaining migrant student performance data. The initial audit report contained three recommendations to the Department to expedite the Service Delivery Plan update; develop methods to provide evaluation results at both the METS level and Program-wide to monitor performance against goals; and establish a method to facilitate the timely exchange of information between METS and school districts.

Key Finding

Department officials have made significant progress in correcting the problems we identified in the initial report. However, several of the strategies the Program plans to implement are scheduled to begin with the 2016-2017 school year.  Of the three prior audit recommendations, one was implemented and the other two were partially implemented.

Key Recommendation

Officials are given 30 days after the issuance of the follow-up review to provide information on any actions that are planned to address the unresolved issues discussed in this review.
