Purpose

To determine the extent of implementation of the nine recommendations included in our initial audit report, Selected Aspects of Railcar Fleet Maintenance (Report 2009-S-68).

Background

Our initial audit report, which was issued on September 15, 2011 determined that Metropolitan Transportation Authority (MTA)-New York City Transit (Transit) and the MTA-Staten Island Railway (Railway) have established systems of regularly scheduled inspections and maintenance. While inspections were usually performed on time, there was still an opportunity for improvement because this was not always the case. We recommended that Transit and Railway monitor when inspections are occurring and the reasons they are not performed in a timely manner to ensure that, at a minimum, they meet the established goal of 80 percent. We also recommended that Transit and Railway re-assess the 80-percent goal for timeliness of inspections to determine whether a higher goal would be appropriate. Furthermore, we recommended the Transit and Railway determine the possible savings from extending the inspection interval for the newest classes of cars.

Key Findings

MTA – NYC Transit and Railway officials have made some progress in correcting the problems we identified. However, improvements are still needed. Of the 9 prior audit recommendations four were implemented, three were partially implemented, and two were not implemented.

Key Recommendation

Officials are given 30 days after the issuance of the follow-up review to provide information on any actions that are planned to address the unresolved issues discussed in this review.
