Consolidation of Services

Certain administrative and support functions for the Division of Probation and Correctional Alternatives, the State Commission of Correction, the Office for the Prevention of Domestic Violence, and the Office of Victim Services have been consolidated within the Division of Criminal Justice Services (DCJS) over the last ten years. Our audit could not determine whether the consolidated services performed were effective and cost efficient because none of the participating agencies maintained adequate documentation to make that determination. We concluded that there is a need for written service level agreements with DCJS that clearly define the role of each agency, formal goals and action plans, and identify all opportunities to streamline agency operations.
