Personal and Miscellaneous Service Contracts

During the period July 1, 2008 through November 30, 2009, the New York City Human Resources Administration had 386 personal and miscellaneous service contracts in place with a total value of $423 million. We examined whether the Human Resources Administration was adequately justifying the need to initially contract out for such services and periodically reassessing whether such contracts could be deferred, eliminated or reduced to save State funds. We found that the Human Resources Administration was not adequately documenting the need to initially contract out and was not periodically reassessing whether such contracts could be deferred, eliminated or reduced. We recommended certain improvements in the administration of these contracts.
