Contracts for Personal and Miscellaneous Services

During our two-year audit period, the New York City Department of Transportation had 352 contracts in effect for personal and miscellaneous services. We examined whether the Department of Transportation was adequately justifying the need to initially contract out for such services and periodically reassessing whether such contracts could be deferred, eliminated or reduced to save State funds. We found that the Department of Transportation was not adequately documenting the need to initially contract out and was not periodically reassessing whether such contracts could be deferred, eliminated or reduced. We recommended certain improvements in the Department of Transportation’s administration of these contracts.
