State Agency Small-Dollar Purchases

The Office of General Services administers the State’s Procurement Card Program, which is intended to expedite small-dollar purchases by eliminating many of the State’s normal manual purchasing procedures. We examined State agencies’ participation in the Program and found that, while the agencies’ participation had increased since our prior audit in 2008, there were many opportunities for further increasing this participation and realizing additional efficiencies and cost savings. We estimated that, if State agencies used the procurement card for all eligible payments, they could save an additional $14 million a year in processing costs and realize an additional $2.3 million a year in rebate revenues. We recommended certain actions for increasing the agencies’ use of the procurement card.
