University at Buffalo: Oversight of Revenue Contracts

The State University of New York at Buffalo enters into contracts and agreements that generate revenue and cover certain expenses, such as contracts for research grants and agreements with hospitals affiliated with the University’s Medical School. We examined whether the University was maximizing its revenue opportunities and effectively monitoring its revenue contracts. We identified opportunities for the University to improve its revenue collection and better monitor its contracts. For example, we determined that as much as $14 million in revenue had not been collected from affiliated hospitals under certain reimbursement agreements. We recommended that improvements be made in the University’s revenue collection and monitoring practices.
