St. Joseph's School for the Deaf (School) is located in the Bronx, New York. The School is one of 11 private schools in New York State that receives operating aid directly from the State to provide educational services for disabled students. During the 2007-08 fiscal year, the School had an enrollment of about 112 students and received approximately $9 million in State funds. We examined whether the School established and maintained an adequate system of internal control over procurement, cash disbursements and payroll operations. We determined that the Board of Trustees needs to improve its efforts to monitor compliance with certain elements of the School's policies and procedures, and it needs to ensure that the School's activities comply with State Education Department guidance. For example, the Board of Trustees did not provide adequate oversight of the School's financial operations with regard to procurement and cash disbursements.
