John F. Kennedy Educational Campus: Management of General School Funds

The John F. Kennedy Educational Campus, which is located in the Bronx, consists of six separate high schools. At four of these schools, we audited the financial management practices for general school funds, which are funds donated to and/or raised by students and/or school organizations to support extracurricular and co-curricular student activities. We identified significant weaknesses in the controls over these funds, as they were not properly accounted for and were sometimes expended for inappropriate purposes. For example, at one school, we identified credit card charges of $4,060 which were unrelated to student activities, and were unable to identify the payees for 50 checks totaling $35,321 because the checkbook could not be located. We recommended that certain actions be taken to improve the schools’ controls over these funds.
