Day Care Complaints Outside of New York City (Follow-Up Report)

Child care providers outside New York City are overseen by the Office of Children and Family Services (OCFS). Complaints about these providers must be investigated, and the investigations are overseen by OCFS. In audit 2005-S-55, we audited the adequacy of the complaint resolution process and found that certain improvements were needed. For example, complaints were not always properly classified with respect to their severity and were not always thoroughly investigated. We also determined that corrective actions were not always taken in a timely manner and were not always verified as required. We recommended that a number of actions be taken by OCFS to improve the complaint resolution process. When we followed up on these matters with OCFS officials, we found that some progress had been made in the implementation of our audit recommendations, but additional actions were still needed.
