Chemical Dependency Program Payments to Selected Contractors in New York City
The Office of Alcoholism and Substance Abuse Services (OASAS) oversees programs for preventing and treating alcohol and substance abuse. Many of these programs are provided by not-for-profit organizations under contracts administered by OASAS. We audited $8.3 million in payments made by OASAS to two such contractors during a one-year period, and found that neither contractor could provide documentation showing that the expenses reimbursed by these payments related to authorized contract activities. We therefore recommended that, unless such documentation could be provided, OASAS recover all $8.3 million.
