Compliance with Executive Order 111 Requirements to Purchase Power from Renewable Energy Sources

Executive Order 111, which was issued in June 2001, requires all State agencies to purchase a certain portion of their electricity (at least 10 percent by 2005 and 20 percent by 2010) from renewable sources. The Division of Military and Naval Affairs owns 58 armories across New York State, is responsible for the operation and maintenance of an additional 216 buildings, and pays the utility bills for two United States military facilities. We found that the Division was purchasing some of its power from renewable sources, but not enough to meet the 10 percent target. However, the Division increased its purchases of such power after we commenced our audit, and was on track to meet the 10 percent target in the 2008-09 fiscal year and the 20 percent target in the 2010-11 fiscal year.
