During the 2002-2003 through 2004-2005 academic years, New York Institute of English and Business certified $4.4 million in Tuition Assistance Program awards. We disallowed $3.1 million of these awards as well as $74,818 for awards that related to other academic years. The total $3.2 million was disallowed because students were incorrectly certified as eligible for the awards. For example, students received courses that were not offered in an educationally sound manner. The courses were not educationally sound because they were taught by unlicensed teachers, attendance registers were missing, and room capacities and student-teacher ratios exceeded approved levels. In addition, some students received awards even though they were not in full-time attendance or did not meet matriculation requirements.
