Vehicle Acquisition, Use and Disposition

The New York State Thruway Authority operates and maintains the New York State Thruway system. To support its operations, the Authority has a fleet of about 1,900 motor vehicles. We examined whether the Authority complied with certain requirements for the procurement, use and disposition of its vehicles, and found that certain improvements were needed. For example, contrary to an Executive Order, at least half the new light duty vehicles acquired by the Authority since 2001 were not powered by alternative fuels. In fact, in one year (2005), none of the 20 new light-duty vehicles acquired by the Authority were powered by alternative fuels. We also noted that two Authority Board members used Authority vehicles for personal purposes. Since Board member are required by law to serve without compensation, we recommended that this practice be discontinued.
