Uncollected E-ZPass Tolls and Fees

E-ZPass is an electronic toll collection system. It has been used on the New York State Thruway since 1993. We found that the Thruway Authority has no special collection practices for motorists who fail to respond to standard billing notices for unpaid E-ZPass tolls and related administrative fees. According to information prepared by the Authority, between January 1, 2000 and December 31, 2005, motorists failed to pay about $4.5 million in E-ZPass tolls and about $22.9 million in related administrative fees. We recommended that the Authority develop and implement a number of special collection practices for persistent E-ZPass toll violators. We also recommended that the Authority use data analysis techniques to enhance its management of the collection process and facilitate the development of new collection strategies.
