High Overtime Payments to Individuals at Hudson River Psychiatric Center

Hudson River Psychiatric Center provides inpatient care and community services to mentally ill individuals at various locations in Dutchess, Putnam and Ulster Counties. We examined certain aspects of the Center’s overtime payments, which totaled about $1.7 million a year. We found that overtime hours claimed by Center employees were actually worked by the employees and were necessary for the Center’s operations. However, Center officials did not make enough effort to distribute the overtime hours among various employees. As a result, some employees worked extensive overtime hours. We recommended Center officials actively monitor individual employees’ overtime hours and determine whether overtime hours could be distributed more effectively among the employees.
