Compliance with Selected Reporting Requirements

The Division of Housing and Community Renewal (DHCR) oversees publicly funded housing developments that are owned and operated by public housing authorities. These housing authorities are required to submit annual reports to DHCR that contain certain specified information, such as the number of vacancies, the average rental rates, and the average income of the occupants. We examined DHCR’s oversight of the annual reporting process and found that a number of improvements were needed. In particular, we found that only 15 of the 192 public housing authorities in the State were submitting the required annual reports. DHCR officials believe most of the noncompliant housing authorities are not subject to the annual reporting requirement. However, we believe this position is not consistent with State law or DHCR’s own rules and regulations. We recommend DHCR either ensure full compliance with the reporting requirement or amend its rules and regulations to exempt certain housing authorities from the requirement.
