Contracts with the Consortium for Worker Education

The Consortium for Worker Education (CWE) is a not-for-profit corporation created in 1989 to improve employment opportunities for labor union members and their families through education and job training. In 1997 and 1998, CWE received funding from the State Education Department, the Department of Health, and the Department of Labor to provide various job training programs. We audited CWE’s compliance with the terms of the funding agreements with the three agencies. We found that CWE could not adequately document certain services provided under the agreements. We recommended that the State Education Department recover $159,274 from CWE for these undocumented services.
