Contracting and Procurement Operations (Follow-Up Report)

The New York Racing Association, Inc. (NYRA) is a not-for-profit organization franchised by New York State to conduct racing and pari-mutuel wagering at the State’s three major thoroughbred racetracks: Aqueduct, Belmont Park and Saratoga. In audit report 2004-S-61, we examined NYRA’s contracting and procurement practices and found that NYRA disregarded the competitive bidding requirements contained in both the State Racing Law and NYRA’s own internal guidelines. We also found that some of the goods and services acquired by NYRA were either unnecessary, inadequately documented, or too expensive for a entity in as poor a financial condition as NYRA. We recommended that a number of improvements be made in NYRA’s contracting and procurement practices, and when we followed up on these matters with NYRA officials, we found that most of our recommendations had been implemented.
