Internal Controls Over Contracting and Procurement Practices (Follow-Up Report)

The New York Convention Center Operating Corporation operates and maintains the Jacob K. Javits Convention Center. In audit report 2004-S-21, we assessed the adequacy of the Corporation’s system of internal controls over its procurement and contracting activities. We found that contracts for personal services were not always awarded through the normal competitive process; the annual procurement report to the Corporation’s Board of Directors was incomplete and not shared with the required State agencies; there were significant deficiencies in the Corporation’s receiving function; and required disclosure forms were not always submitted by the Corporation’s contractors. We recommended that certain actions be taken to address these weaknesses, and when we followed up on these matters with Corporation officials, we found that our recommendations were either fully or partly implemented.
