Developmental Disabilities Institute: Contract Services and Billings (Follow-Up Report)

Under three ongoing contracts with the Office of Mental Retardation and Developmental Disabilities (OMRDD), the Developmental Disabilities Institute provides various services to individuals in Nassau and Suffolk Counties. In audit report 2004-S-82, we examined payments made under these contracts and found that, in a number of instances, expenses claimed by the contractor either were not incurred or were not documented. We recommended that the contractor be overseen more closely by the OMRDD Long Island Regional Office and certain language in the contracts be made more specific. When we followed up on these matters with OMRDD officials, we found they had made progress in their implementation of our audit recommendations. For example, they had recovered a total of $423,753 in contract overpayments from the Developmental Disabilities Institute.
