Contract with Beach Concerts, Inc (Follow-Up Report)

The contractor was awarded a 20-year license agreement to operate and maintain the Jones Beach Theatre in Jones Beach State Park on Long Island. As part of the agreement, the contractor is required to make certain payments to the State and to expend a certain amount on capital improvements. In audit report 2004-R-2, we examined whether the contractor was complying with the terms of the license agreement. We found that the contractor complied with most of the payment provisions in the agreement and established adequate controls over box office revenue. However, improvements were needed in the controls over complimentary tickets, in certain time and attendance practices, and in the contractor’s compliance with certain requirements in the licensing agreement. When we followed up on these matters, we found that good progress had been made in the implementation of our audit recommendations.
