Vehicle Acquisition, Use and Disposition

The Albany Port District Commission (Port) is a public benefit corporation that manages commercial shipping activities and an industrial park at port facilities in the cities of Albany and Rensselaer. We found the Port did not comply with certain requirements for the procurement and use of its vehicles. For example, contrary to an Executive Order, none of the three new light duty vehicles acquired by the Port since 2001 were powered by alternative fuels. We also found that the Port did not always purchase its new vehicles through the available State contracts, had assigned one of its vehicles to a consultant, and did not comply with IRS guidelines for calculating the income to be credited to employees for their personal use of employer-provided vehicles.
