Metro New York Developmental Disabilities Services Office: Internal Controls Over Payroll and Purchasing Practices

State-funded services to individuals with developmental disabilities in Manhattan and the Bronx are delivered or overseen by OMRDD’s Metro New York Developmental Disabilities Services Office (DDSO). We examined the DDSO’s internal controls over payroll and purchasing practices. We found that these controls were generally adequate, but also determined that certain improvements could be made. For example, several paychecks were issued to individuals after their employment had ended and the budget for overtime was unrealistically low.
