Division of Water: Accomplishments of Selected Partnering Organizations

The Department of Environmental Conservation protects water quality in rivers, lakes, reservoirs, wetlands, aquifers and coastal areas by regulating wastewater discharges, monitoring water quality and controlling surface run-off. Some of these activities are performed by outside entities (partnering organizations) under the Department’s supervision. We examined the Department’s supervision of two of these outside entities: the Regional Application Center for the Northeast and the New England Interstate Water Pollution Control Commission. We found that improvements were needed in the Department’ supervision, as the progress made by the two entities on their assigned tasks was not always adequately monitored by the Department. We recommended that the Department establish a system for tracking this progress.
