Contract Monitoring

The Office of General Services (OGS) negotiates statewide procurement contracts that enable State agencies, public authorities, eligible local governments, schools and not-for-profit organizations to purchase certain goods and services at reduced prices. We examined the actions taken by OGS in monitoring the vendors’ performance under these contracts, and found that a number of improvements were needed. For example, OGS did not verify aggregate sales volume or ensure that catalog price lists were current. As a result, discounts and vendors’ fees may not have been accurately calculated. We also determined that complaints were not adequately documented by OGS. We recommend that an appropriate contract management information system be developed by OGS.
