Contract with PHH for Vehicle Management Services

The contractor was to provide statewide repair and maintenance services for State-owned vehicles. We examined various aspects of the contract, which was overseen by the Office of General Services. We found that the contract services were generally provided as required. However, the State was billed for certain services (emergency roadside services) that should have been provided free of charge, and the qualifications of the contractor’s automotive “experts,” who were on call for advice 24 a day, may not have been certified as required under the contract. We were also unable to determine whether the expected savings were realized under the contract, because certain pricing information was not made available by the contractor. We recommended that improvements be made in the Office of General Services’ administration of the contract.
