Certification of Compliance with Internal Control Provisions

The Office of Real Property Services works with localities to improve the administration and equity of real property tax assessments. State agencies and public authorities must annually certify their compliance with important provisions of internal control. We examined the Office’s certification of compliance for the year ended March 31, 2005 to determine whether it was fairly stated in all material respects. We found that the certification of compliance was fairly stated, but noted that improvements were needed in certain of the Office’s internal controls. For example, the Office needed to deposit its cash receipts more promptly and periodically verify that the real property transfer fees collected by the counties and New York City on the State’s behalf were remitted to the Office in a timely manner.
