Health Research, Inc.: Disbursements of Discretionary Funds (Follow-Up Report)

Health Research, Inc. (HRI) is a not-for-profit corporation that administers federal, State and private funding which supports or extends the programs and research activities of the Department of Health. HRI’s discretionary funds are generated by its investments, contract fees and technology transfers. In audit report 2002-S-14, we examined HRI’s controls over the disbursements made with these funds and found that written policies and procedures had not been developed for some types of disbursements, and other types of disbursements did not always comply with the policies and procedures that were developed. When we followed up on our audit recommendations, we found that HRI officials had made progress in implementing the recommendations.
