Inventory Controls Over Controlled Substances

The New York City Health and Hospitals Corporation (HHC) operates the hospitals, clinics and other facilities in New York City’s municipal hospital system. We examined the practices and procedures used to account for and safeguard controlled substances at HHC’s eleven acute care hospitals. We found that improvements were needed in some of these practices and procedures. For example, corrections to inventory records for controlled substances were not always appropriately controlled and related duties were not always adequately separated among different employees. We recommended that certain actions be taken by HHC to improve the controls at its hospitals.
