Certification of Compliance with Internal Control Provisions

The Capital District Transportation Authority provides transportation services in a four-county area. State agencies and public authorities must annually certify their compliance with important provisions of internal control. We examined the Authority’s certification of compliance for the year ended March 31, 2004 to determine whether it was fairly stated in all material respects. We found that the certification of compliance was fairly stated, but noted that improvements were needed in the Authority’s controls over cash, equipment, and computer security and disaster readiness. We also found that bus driver assignments needed to be better monitored to ensure that drivers are not on duty for more than 75 hours in any seven-day period, as is required by the State Transportation Law.
