Contract with the Center for Employment Opportunities: Neighborhood Work Project Program (Follow-Up Report)

In the Neighborhood Work Project Program, newly released parolees receive job training and temporary employment at government agency work sites. Program services are provided by contractors that are overseen by the Division of Parole. In audit report 2003-R-5, we examined selected aspects of the Division’s contract with the Center for Employment Opportunities, which provided program services in New York City. We found that certain improvements were needed in the contractor’s reporting of program expenses and revenue, and in the Division’s evaluation of the contractor’s performance. When we followed up on these matters with Division officials, we found that they had made good progress in implementing our audit recommendations.
