Certification of Compliance with Internal Control Provisions

The Port of Oswego Authority operates certain port facilities on the Oswego River and Lake Ontario. State agencies and public authorities must annually certify their compliance with important provisions of internal control. We examined the Authority’s certification of compliance for the year ended March 31, 2004 to determine whether it was fairly stated in all material respects. We found that the Authority had not filed the required certification. We also examined the adequacy of the Authority’s system of internal control over its basic financial operations. We found that, for the most part, these controls were adequate. However, certain improvements were needed in the controls over procurement and equipment.
