Contract with MCI WorldCom for the Inmate Call Home Program (Follow-Up Report)

The correctional facilities operated by the Department of Correctional Services have special telephones that can be used by inmates in the Inmate Call Home Program. The telephone system in the Program is operated by a contractor (MCI WorldCom), which is responsible for billing for the calls and collecting call revenue. A portion of this revenue is to be sent to the Department, and may be used in certain programs benefiting inmates. In our audit report 2002-R-1, we examined the controls over these funds. We found that certain improvements were needed if the Department was to be reasonably assured that it received all the call revenue it was due from the contractor. When we followed up on this matter with Department officials, we found that these improvements had not been made.
