Registration of Dockworkers and Employers

The Waterfront Commission of New York Harbor is responsible for investigating, deterring, combating and remedying criminal activity and influence in the Port of New York-New Jersey, and for ensuring fair hiring and employment practices in the Port. The Commission supervises the hiring of dockworkers, and in connection with this responsibility, registers or licenses individuals seeking employment as dockworkers. The Commission also licenses firms seeking to provide certain types of services in the Port. We examined the Commission’s controls over the licensing and registration processes and found that certain improvements were needed. For example, the Commission needed to develop a complete and updated set of licensing procedures, as well as comprehensive procedures for verifying the validity and accuracy of documents submitted by license and registration applicants. The Commission also needed to finalize its training program for pier guards.
