Contract with Banana Kelly Community Improvement Corporation

The contractor provided services to emotionally disturbed children in New York City. We examined whether billings from the contractor were appropriate. We also examined whether the contractor’s performance complied with contract requirements and was adequately monitored by the Office of Mental Health (OMH). We found that the contractor’s billings for payroll expenses (totaling about $422,000) generally were not supported by appropriate documentation. We also found that the contractor’s compliance with contract requirements generally was not documented. For example, we found little evidence indicating that the contractor provided the services that were required by the contract. We further determined that the contractor’s performance was not adequately monitored by OMH. OMH officials informed us that they were attempting to recover contract payments from the contractor.
