Contract with Global Golf, Inc. (Follow-Up Review)

The contractor was awarded a 20-year license agreement to provide services related to the golf and tennis facilities at Bethpage State Park on Long Island. As part of the agreement, the contractor is required to pay the State a monthly fee based on its gross concession revenues and to contribute a certain amount toward capital improvements at the Park. In our initial audit report 2001-R-3, we found indications that the contractor was not paying the full amount due in monthly fees, and determined that the contractor had not contributed to capital improvements as required. In addition, because of poor internal controls over concession operations, State officials could not rely on the sales revenues reported by the contractor. We recommended that the internal controls be strengthened, funds be recovered from the contractor to pay for certain State-funded capital improvements that were made at the Park, and the contractor be monitored more closely by the Office of Parks, Recreation and Historic Preservation. In our follow-up review, we found that significant progress had been made in implementing our audit recommendations.
