Administration of Quality Incentive Payment Funds for Adult Care Facilities

The Department of Health oversees facilities providing residential care to adults who are substantially unable to live independently. Such facilities may be eligible for certain State funding (quality incentive payment funds) administered by the Department. The funds are to be used for various authorized purposes that enhance the quality of care provided to facility residents. We examined the Department’s administration of the funds and selected facilities’ use of the funds. We identified no instances in which funds were awarded to ineligible facilities, and no instances in which funds were used for unauthorized purposes. However, to provide greater assurance that the funds were always used for their intended purposes, certain improvements needed to be made in the Department’s processes for awarding, monitoring and accounting for the funds.
