George Motchan Detention Center: Selected Payroll Practices

We examined timekeeping practices at George Motchan Detention Center and found that a number of improvements were needed. For example, employees were not signing in and out in chronological order, as required, and some of the employees in our sample posted their sign-out times several hours before their shifts ended. We also determined that improvements were needed in other payroll practices, as overtime was not always properly approved and documented, and absences due to military leave often were not appropriately documented. We also observed correction officers performing clerical duties that could be performed by civilian employees at a lower cost.
