Tunnel Maintenance and Inspection Program (Follow-Up Review)

The Port Authority of New York and New Jersey operates two vehicular tunnels under the Hudson River linking New York and New Jersey. In our initial audit report 98-S-71, we examined the Authority’s practices for inspecting and maintaining tunnel facilities. We found that a number of the deficiencies identified during prior inspections had yet to be addressed by the Authority, a number of needed repairs had not been identified by the Authority, and inspection and maintenance activities were not adequately documented by the Authority. In our follow-up review, we found that progress had been made in addressing some of these deficiencies, but additional progress was needed.
